Dear Senator Ostmeyer:

SUBJECT: Fiscal Note for SB 166 by Senate Committee on Federal and State Affairs

In accordance with KSA 75-3715a, the following fiscal note concerning SB 166 is respectfully submitted to your committee.

SB 166 would enact the Rule of Law Restoration Act, which would take effect on January 1, 2016.

Under the bill, no employer or business entity could hire, recruit, or refer for a fee, for employment, an alien knowing the alien is an unauthorized alien with respect to employment or knowing that the alien’s employment authorization is based on the fact that the alien received deferred action pursuant to the federal executive memoranda.

The bill specifies that no wage, compensation, or remuneration of any kind for the performance of services paid to an unauthorized alien or to an alien who received deferred action pursuant to the federal executive memoranda would be allowed as a deductible business expense for any state income or business tax purposes in Kansas.

This provision would apply whether or not an Internal Revenue Service form 1099 is issued in conjunction with the wages or remuneration.

No driver’s license or nondriver identification would be issued to any person who is an alien who received deferred action pursuant to the federal executive memoranda. An alien who applies for a new driver’s license or to renew a driver’s license would be required to provide a valid passport or any document issued by the federal government indicating the applicant’s  lawful immigration status.

The Office of the Attorney General states any costs related to the enactment of SB 166 would come from any legal challenges. If a legal challenge were made, the agency indicates it would likely be required to utilize the State Solicitor General and may be required to use outside counsel based upon the amount of discovery required.

The Kansas Department of Revenue states passage of SB 166 would have a negligible effect on State General Fund revenues.

According to the Kansas Department of Labor, there would be no fiscal effect resulting from the passage of SB 166.

Any fiscal effect associated with SB 166 is not reflected in The FY 2016 Governor’s Budget Report.

The Kansas House of Representatives Committee on the Judiciary held a hearing on House Bill (HB) 2466 Wednesday, February 3. HB 2466 prohibits localities in the state from implementing sanctuary policies that impede the enforcement of immigration law


Specifically, HB 2466 prohibits  cities and counties from implementing an ordinance, resolution, policy or procedure that limits or restricts the enforcement of immigration law. The measure also protects local law enforcement’s ability to cooperate with federal immigration officials by prohibiting cities and counties from limiting officers’ authority to gather immigration status information and communicate such information federal authorities.

State and local law enforcement are often on the front lines in dealing with crime involving transnational gang activity, human trafficking, smuggling, drug related offenses, and other serious crimes often tied to illegal immigration.  When state and local law enforcement fail to contact federal immigration officials, criminal aliens are able to reenter communities and engage in further criminal activity at the expense and safety of citizens and lawful aliens.

In addition to threatening public safety, sanctuary policies impose a needless waste of taxpayer money and resources. Because many sanctuary policies force law enforcement officials to release criminals back onto the streets instead of notify ICE or transfer criminal aliens to federal custody, local law enforcement often encounter recidivist criminal aliens repeatedly. Public resources are best utilized when the federal government can obtain custody of wanted criminal aliens at the time they are apprehended by law enforcement.

It is very expensive and makes little sense to release deportable aliens back onto the streets and force federal officials to pursue their cases independently. Kansas has approximately 88,300 illegal aliens residing in the state, costing taxpayers over $424 million dollars a year. These costs include estimates of taxes contributed by unauthorized aliens.

Kansas is one of about a dozen states that have introduced legislation to prohibit sanctuary policies this year. These states include Arizona, Florida, Georgia, Indiana, Kansas, South Carolina, Tennessee, Virginia and Wisconsin.

From One Red ACORN



ACORN (The Association of Community Organizations for Reform Now)

Every American should read and know about ACORN.  The American Institute for Social Justice (AISJ) is one of four national affiliates of the community organization ACORN. The other three are the ACORN Housing Corporation, the ACORN Institute, and Project Vote.   ACORN and all its affiliates are heavily funded by the big foundations like Rockefeller, Tides, Open Society, William and Flora Hewlett Foundation, the Wallace Global Fund, the Annie E. Casey Foundation, the Arca Foundation, the JEHT Foundation, the Bauman Family Foundation, the Charles Stewart Mott Foundation, the Sandler Family Supporting Foundation, the Carnegie Corporation of New York, the Ford Foundation et al.  They also receive federal taxpayer money.

The Red ACORN and Undue Influence

ACORN grew from its grassroots to define and shape the political nature of this country.  It was an instrumental power behind the Clinton and Obama machines and numerous others on a local and state level.  ACORN’s numerous operatives have deep roots in America.

Though ACORN was declared officially "defunct" - that is in name only.  Its networks, infrastructure and methodology are still in place and quite active.

And believe me, they help themselves to money, jobs, housing and education that most Americans must work hard for.  The VOLAGS and other pro immigrant groups stress how much money that the "new American" labor force adds to the economy.  What they fail to factor into the equation is how much money is spent on services, housing, food, etc for immigrants that are not professionals or business owners.  The inexpensive labor may help certain sectors of the economy but they also take from others.

Maria Arteaga is the Kansas organizer and firmly backed by the Catholic Social Service of the Dodge City diocese.  The Sunflower network also has offices in Wichita.  Their work focuses on refugees and immigrants and they work for their rights.   Fine, then let us be diligent and work for our rights as well!   There are plenty of native poor white Americans who need a hand up, rather than a hand out that will keep them enslaved to taxpayer funded social welfare programs.  (I am all for federally funded work programs.  Let those that receive federally funded money and benefits work for them.  Let them give back to the country and the communities they now live in.)

The Sunflower Community Action org (EIN 48-1126805) includes ties to KanVote and Kansans Count.  These are more votes for democratic socialism!  The 501c4 Lobbying arm of the SCA is the Kansas People’s Action group. (EIN 46-0640082).  Both are located at 1751 N. Ash in Wichita.   Sandrine Lisk, the immigration advocacy attorney is on their board.  Thousands of dollars from both groups are spent on lobbying efforts.

They partner with Interfaith Worker Justice.  I am Kansas – an affiliate of Welcoming Kansas – is their fundraising group.  These are supported by and receive funds from the USCCB (Catholic Bishops Conference).  The PICO National Network is often called in to help and they are funded by Catholic parishes nationwide.  The Community Creating Opportunity (CCO) nonprofit is a member of the PICO network.

Such groups organize and work together in ACORN fashion and are encouraged to do so by the current administration.

Connecting the Dots



Unraveling the Refugee Resettlement Program

Bottom Up Top Down

I began looking into to local non-profits, primarily in the Wichita Kansas area.  Often NE Kansas is combined with eastern Missouri as a “region.”  I will often cover both states on this blog.

As I compiled information from Kansas VOLAG and refugee related 990s, I noted two addresses and decided to make some connections.

For instance, 700 N. Market Street in Wichita Kansas is the address for not only the Norvus Orsa Ministries but also for the Immigration Law Office.  Norvus Orsa provides refugee services. 

The immigration attorney, Anani Sandrine Lisk-Boydston is also the creator and spokeswoman for Immigration Advocacy in Wichita.  

She tried desperately to have pro-Kansas, Sedgwick County Commissioner, Richard Razau removed from office.  Fortunately, the judge threw out her recall petition.  Razau is an outspoken opponent of the mass resettlement of Wichita.

Lisk received her law degree at the University of Kentucky.  She was admitted to the bar in 1995.  She is also a member of AILA – the American Immigration Lawyers Association.

There is a listing for a law firm for her in Lawrence, KS on 10 E. 9th St.  For a time, she lived in Manhattan KS where the Kansas State University is located.

Lawrence is home to the University of Kansas and is the county seat of Douglas County.  To give you some idea, it is about 25 miles east of Topeka (the state capitol) and 35 miles west of the Missouri state border.  Kansas City is close to all the locations.

Lisk has another Wichita address listed at 432 N. Broadway.  This address has been the home to numerous non-profits over the years.  The non-profit that is currently connected to Lisk’s name is called the Food Network for Children.

Dennis J. Molamphy is another attorney listed at the 532 N. Broadway address.  He works in the areas of child custody, divorce and criminal law.

The 532 N. Broadway address is also the office for the Foster Grandparent Program as well as the The SNAP Emergency Services run by Catholic Charities, Inc.  Catholic Charities also has a phone crisis center at this location manned by volunteers.  An interpreter service is also listed in the business pages for this address.  I could find no property records for the address.  It is no doubt owned by the Catholic Church, which would make it exempt.

The Roman Catholic Diocese of Wichita is a Roman Catholic diocese in Kansas. It covers Allen, Bourbon, Butler, Chase, Chautauqua, Cherokee, Cowley, Crawford, Elk, Ellsworth, Greenwood, Harper, Harvey, Kingman, Labette, Marion, McPherson, Montgomery, Morris, Neosho, Reno, Rice, Sedgwick, Sumner, Wilson, and Woodson counties in south central and southeast Kansas. The diocese is home to 120,527 Catholics in 91 parishes. It is a suffragan see of the Archdiocese of Kansas City in Kansas.

Dead Ends and New Leads

Since the 990 for the Wichita Catholic Charities did not provide a complete listing of offices they administer and since the Wichita Catholic diocese is exempt from revealing its sources of funding, I ran a search under “Catholic”  at the federal contracts website.  This turned up a number of grants to the Corporation for National and Community Service (CNCS).   (Kansas office)

According to President Obama:  “Local communities, and states, are on the front lines of building welcoming communities, but their capacity is often limited. The Corporation for National and Community Service (CNCS) will inject energetic AmeriCorps VISTA members into communities to help them increase capacity, expand multi-sector networks, and develop and implement local integration plans.”

I had heard of the Welcoming and New American programs but what is CNCS and AmeriCorps?   Well the first is the government agency (that’s right – a Government Agency) that will fund those programs and the second are the work force that will carry them out.  Our hard earned taxpayer monies are granted to CNCS at the whim of the federal government.  The American taxpayers need to wake up fast.   

From the website: “Wendy Spencer began serving as Chief Executive Officer of the Corporation for National and Community Service (CNCS) on April 9, 2012, shortly after being nominated by President Obama and unanimously confirmed by the U.S. Senate.  CNCS is a federal agency that administers AmeriCorps, Senior Corps, the Social Innovation Fund, and other programs that engage millions of Americans in national service and volunteering to solve problems for communities.”

Click here to learn all about the CNCS as well as about their 2016 budget.  You will not find specific categories named “refugee or “immigrant.”  Instead they will be found under categories such as ‘faith-based-based and other community initiatives and neighborhood partnerships’, social innovation, health or even more general terms like education.

To add insult to injury, the Senior Corps branch utilizes Senior Volunteers carry out their work.

Many of the CNCS initiatives and projects are positive and worth supporting.  The ones we are concerned about for the purpose of this blog have been rather secretive imo.  Funding for refugee programs are more easily funneled through the CNCS and a bit harder to track, but it can be done!

However, little by little all of the dots will be connected.

The VOLAG, Church World Service (CWS) is a subsidiary of the National Council of Churches, which was formed from the communist front Federal Council of Churches in 1950. The Federal Council was one of the early promoters of social gospel. The NCC is still rooted in communist and socialist ideology.

The NCC represents 37 denominations with 45 million people in over 100,000 U.S. congregations and has subsidiaries in all 50 states and the District of Columbia. 

NCC has been used as a vehicle to subvert American churches on behalf of the communist cause for decades. Parishioners would be shocked to know that their tithe dollars have supported communist guerrilla armies in Zimbabwe, Namibia, Mozambique, Angola, Nicaragua, El Salvador and elsewhere. CWS provided financial aid to the communist governments of Poland and Yugoslavia before the wall fell.

NCC (National Church Council) President Jim Winkler is a typical radical leftist. He called for impeachment of President Bush in 2006. He co-chaired the board of Healthcare Now! with steelworkers’ president Leo Gerard, who advocated violence against tea partiers, and the socialist Quentin Young. Young was Obama’s personal physician for 20 years, Obama’s mentor on single-payer healthcare and his ideas formed the inspiration for Obamacare.

CATHOLIC CHARITIES / U.S. CONFERENCE OF CATHOLIC BISHOPS
These nominally Catholic organizations are the largest VOLAG, with hundreds of offices spread throughout the country. They are prominent members of the open borders/amnesty movement. The Catholic Campaign for Human Development (CCHD) is the grant making vehicle of the USCCB. It was founded in Chicago in 1969 with the help of radical organizer Saul Alinsky specifically to fund Alinsky’s Industrial Areas Foundation (IAF). CCHD has been a radical leftist funding vehicle ever since, giving millions to ACORN, the radical training school, Midwest Academy and others. IAF receives the largest percentage of CCHD grants of any CCHD grantee. President Obama had this to say about CCHD:“I got my start as a community organizer working with mostly Catholic parishes on the Southside of Chicago that were struggling because the steel plants had closed.

There are hundreds of CC/USCCB chapters throughout the U.S. Combined, they received $551.6 million from the government for refugee resettlement in 2014.

WRI is a member of The Immigration Alliance (TIA), a network of 30,000 churches that “provide critical immigration legal services to under-resourced immigrants.” The Alliance also trains churches “to serve immigrants, coordinates and oversees efforts to ensure quality and consistency, and shares resources to maximize our effectiveness and reach.”
